Richmond County School System (樱花动漫) is dedicated and committed to every student in our school system. Preschool is vitally important because it provides a foundational learning environment for young children, helping them develop crucial social, emotional, and cognitive skills through play-based activities, which prepare them for future academic success in elementary school while also building self-confidence and independence; this includes developing fine motor skills, language skills, and the ability to interact positively with peers.
In Richmond County, a consistent and pervasive process must be followed to ensure that everyone in our school system is working together by implementing and following the Preschool Protocol, which results in students being more successful.
Definitions
- 7-Point Child Outcome Summary (COS) – A tool used in early childhood education, particularly for assessing young children's progress and development across various domains.
- Cognitive Skills - Preschool activities like puzzles, sorting, and counting help children develop early math and literacy concepts.
- Emotional Regulation - Preschool teachers guide children in managing their emotions, learning to identify and express feelings appropriately.
- Language Development - Through stories, songs, and conversations, children are exposed to new vocabulary and learn to express themselves effectively.
- Motor Skills Development - Play-based activities like building blocks, drawing, and playing with toys help children refine their fine and gross motor skills.
- Preparation for Kindergarten - Preschool provides a smooth transition to the more structured learning environment of kindergarten.
- Progress Reports – A report to track and communicate a student’s growth and challenges in relation to the goals outlined in their IEP. These reports provide valuable insights into the effectiveness of the student’s education plan and help guide further instruction and support to ensure that students receive the necessary adjustments and interventions to succeed in their learning.
- Self-Esteem Building - A supportive preschool environment encourages children to explore, try new things, and build confidence in their abilities.
- Social Development - Preschool allows children to practice interacting with others, learning to share, take turns, and resolve conflicts, building essential social skills.
Data Collection
Data collection is essential when monitoring a student’s progress. This is done by updating the students’ progress reports, ensuring that educational goals outlined in the Individualized Education Programs (IEPs) are being met. This data helps identify areas needing additional support and is compliant and aligned to the IEP, which fosters effective communication with parents/guardians and specialists.
By monitoring student’s progress, teachers can adjust strategies, allocate resources effectively, and support children’s development early on, which will promote a more tailored and successful learning experience.
As the progress reports data is collected and shared with parents/guardians, this data also provides feedback when completing The Child Outcome Summary (COS). The COS tool is used particularly for assessing the preschool student’s progress and development across various domains. The Child Outcome Summary (COS) is a system used to document and track children's developmental progress, typically used in special education or early intervention settings. The goal is to summarize children's abilities and outcomes, especially in terms of social-emotional skills, communication, and motor development, among others.
The Preschool Outcome Form is typically designed to facilitate the collection of data for individual children, which can then be compared to the desired outcomes, as outlined in the COS framework. During the collection phase, check points will be taken once a student has been found eligible. Each school will be assigned a preschool folder with the 7 Point COS Rating Preschool Outcome Form.
The Preschool Evaluation Team will complete the pre-evaluation initially to gauge baseline data which will be entered in the assigned school template. The assigned teachers will continue with formative checkpoints to monitor progress and provide support as necessary. The Post COS form data will be completed during the End of Year (EOY) Transitional Meeting for students entering Kindergarten. The three-year-old students' EOY data will be used as baseline data for the next school year to monitor progress.

Phase I - Preschool Referral
The Richmond County Special Education Department referral process is designed to identify developmental delays early, ensuring timely access to intervention services. Early support helps create individualized plans for the child, promoting better long-term outcomes. It also fosters collaboration with families, ensures legal compliance, and supports inclusive education. Additionally, it helps prevent future challenges and tracks a child's progress effectively.
